正名The name-change issue in Taiwan
過去幾十年以來,台灣與中華民國緊密糾纏在一起,然而如今卻不斷互相抗拒。 The two terms 'Taiwan' and 'Republic of China' (R.O.C.) has been intertwined together for the last decades. However, after several elections, with the switch in ruling parties from the pro- Chinese- unification party KMT to the pro- Taiwan- independence party DPP, these two terms becomes excluded with each other.

The debates include that mainland China remains the effective territory of the ROC, that Taiwan becomes united with the PRC or that Taiwan becomes an independent country (i.e. the Republic of Taiwan).

With the end of World War II, the sovereignty of Taiwan was transferred to the ROC government ruled by KMT from Japan. At the end of the Chinese Civil War in 1949, the People's Republic of China (PRC) was established in mainland China while the PRC government retreated to Taiwan. Meanwhile, the incumbent president, Chiang Kai-Shek, claimed that Taiwan is the base for reviving the sovereignty of China and Chinese culture.

Even though both the PRC government and the ROC government claim their sovereignty over each other, in fact, the ROC's current sovereignty is only over the island of Taiwan and some small islands off the coast of mainland China, whilst the PRC has never controlled Taiwan. Since Taiwan started its democratic development after 1988, nativism has gradually been awoken. Wining the presidential election in 2000 and 2004, the ruling party DPP, a pro-Taiwan- independence party, has been undertaking nativistic movement, which is called de-Chineseization movement by the opposition party KMT.

目前世界上只有20多個國家承認中華民國的存在,大部分的國家,包括聯合國,則以中華人民共和國作為正統中國的代表。複雜的歷史與兩岸關係在這個擁有兩千三百萬人口的「經濟實體」內部製造了難以想像的認同分歧。之前的台灣執政黨國民黨曾經與中國共產黨勢不兩立,誓言要「解救大陸同胞」,達成統一目標。 國民黨在公元兩千年與兩千零四年兩度輸掉政權之後,現在的執政黨民進黨則同樣以建立台灣國為目標,與意圖吞併台灣的中國共產黨如同水火 In the world, so far, there are only 25 countries in the world having diplomatic relations with the Republic of China on Taiwan. In UN, after many countries had asked a legitimate seat for PRC for many years, PRC finally had a seat (in united nations security council) in 1971, 26 years after it actually ruled mainland China. At the same time, because neither ROC nor PRC supported US's proposal about dual representation, ROC lost its legitimate seat in UN and is never recognized again. Now UN regard the PRC as legitimate representative of the whole of China under the one- China Policy.

The issue of Taiwan's political status related to its sovereignty is complicated and controversial in the way that has made disagreements in Taiwanese identities. Prior to losing the presidential election in 2000, the KMT had been the ruling party in the position against the Communist Party of China (CPC) claimed its Chinese- unification doctrine. One the contrary, the ruling party, DPP, insists that Taiwan is a de jure sovereign state that should be politically separate from the PRC, by establishing the Republic of Taiwan, an independent sovereign state.

儘管當今台灣總統陳水扁因為國務機要費案而聲望低落,但是面臨即將到來的國會選舉與總統大選,執政黨依然展現了其求勝意圖,積極推動台灣主體意識。除了修改高中歷史教科書內容、移除遍佈台灣各地的前總統與獨裁者蔣介石的銅像之外,最近更大張旗鼓地推動了「正名」的工程,包括將數間國營企業名稱中原本的「中國」與「中華」置換成「台灣」,例如中華郵政、中國石油等。台灣的部落客對此改變有著許多分歧的看法,有人認為不該更動,有人認為早該正名,有人質疑此時正名的動機與目的,也有人儘管支持正名,卻不認同政府推動正名的手段。 With its pro-Taiwan-independence tendency, the ruling party DPP is increasing approval of ‘Taiwan identity’. The authority conducts actions in modifying the section related Taiwan’s relationship to China and Japan in high school history textbooks and in removing bronze statues of Chiang Kai-Shek, Taiwanese ex-president from 1950 to 1975 and being assumed as a dictator. The name-change is the recent project. So-called ‘the name- change’ means state-run firms officially drop names from Chung-Kao (China, 中國) or Chung-Hwa (the Chinese nation, 中華) to Taiwan (台灣). For instance, ChungHwa Post Co., the nation's postal service has just switched its name to Taiwan Post Co., and Chinese Petroleum Corp., the largest oil refinery, has its new name with CPC Crop., Taiwan. There are varied opinions among Taiwanese bloggers: timing and the motive of the authority to promote the name-change project is in question and has attracted heavily criticism. Although some support the name-change, the legitimacy of the method to approve the name-change is still under debate.
支持的人提出「正名」有助於商業利益,Mark指出

Supporters claim that the name-change contributes to make commercial benefits. Mark says:

The point is that no trademark registration with Chung-Hwa or Chung-Kao applied by Taiwanese applicants has been approved so far, albeit the trademark is outstanding being used for a long time. Therefore, for business consideration, of course, the name-change is a right thing should have been done.

但是也有許多人指出許多機關的「正名」造成不便,以及可能的花費。John指出:

我真的很不想讓媒體牽著鼻子走,身為一個小老百姓,比較關心的才不是那些抗爭事件吧!而是想知道這些改名的預算,究竟是從那裡跑出來的?如果去年就已經編列,那表示這件事早就規劃好了,為什麼大家現在才在抗爭?如果沒有編列,是不是又偷挪用老百姓繳的錢來做這些沒有意義的事了?除此之外,我也很關心,究竟這些國營事業改名之後,我們也必需跟著做那些更動?例如,郵局的金融卡要怎麼重發?還是可以繼續沿用?和中油有關的信用卡還可以繼續使用嗎?

However, others point out that switched names of state-run firms might cause inconvenience and unnecessary costs. John writes:

Media always tell audiences what to think about an issue! I, one of the masses, do not really care about protests against name changes. I do rather doubt that where comes budget for name changes. If these state-run firms already budgeted for name changes this year, why are these demonstrations opposing against the move occurred now? If they did not budget for name changes, do they secretly misappropriate taxes we citizens paid to do unmeaningful things? Besides, I am wondering that any changes we have to do in parallel with switched names of these state-run firms. For instance, If I have a bank card issue by ChungHwa Post Co, will I have a replacement after the name change to Taiwan Post Co.? Or Will I just keep using the old one? How about credit cards in association with Chinese Petroleum Corp.?

Ma stated that ‘…[T]o become an integrate part of the global community, Taipei city will adopt Hanyu Pinyin rather than Tongyong Pinyin’. As a consequence, we will see Ma spends 2.5 million NTD in making a world joke everywhere in Taipei city.
小貓亂跑烘焙車表示,「我一直在納悶,如果我支持台獨,那麼,我看到正名運動不是應該感到高興嗎?但我只感到羞恥,正名不是風光快樂的,而是因為執政太失敗,搞些別的名目來掩人耳目罷了嘛.證明了什麼?」 Xiao Mao Luan Pao Hong Pei Che (小貓亂跑烘焙車) mentions that I am always wondering that if I have been supporting Taiwan Independence all the time, I should feel happy when the authority conducts name-change movement. On the contrary, I feel shameful. It is only the way to divert people’s attention from fails in ruling. The name-change movement does not mean anything.
Mark也表示:「最近的『正名化』實在讓人覺得很挫折,這跟本是一群小孩子在玩家家酒。 政治利益不等於商業利益。把『中船』改成『台船』,把『中鋼』改成『台鋼』,把『中油』改成『台油』。浪費這些商標的商業價值。這跟本是拿我們納稅人的錢在開玩笑。」 Mark said, 'the recent name-change is frustrating...there is no commercial benefit if we change the original well known brand as Chinese Petroleum Corp.'
Ubi Amor Ibi Fides說, 「一旦誠意有一絲不純粹,我都忍得住絕不接受。所以,我寧可『維持現狀』。 更重要的,台灣已經被綠營綁架到跟中華民國也沒兩樣的狀況了, 我討厭的東西,已從中華民國過渡到台灣了,所以正名與否,根本沒有意義。 我討厭中華民國被國民黨綁架,國民黨的操作讓我很厭惡, 強迫人『愛國』『忠誠』,只要不符合他的標準的,都是『背叛』, 任何一種現代化的修正,都是『忘本』,都是對不起革命先烈。 所以我曾經很討厭中華民國跟國旗,更不用講國歌(完全反民主)。 不過,今天,同樣的,我也一樣厭惡被綠營綁架的『台灣』還有『本土意識』, 可悲的是,綠營的操作方式居然也跟國民黨一樣。」 Ubi Amor Ibi Fides said, 'now DPP kidnap Taiwanese as what KMT did before...They evaluate patriotism and loyalty based on if we follow their rules; if we don't, we are regarded as traitors...it is so sad that the action DPP takes is similar with KMT.'
也許某些機構商標的正名有其正當性有其必要性,然而,不分青紅皂白的正名已經讓台灣人感到厭煩感到憤怒。民進黨和國民黨的領導者真應該靜下心來想想怎麼讓這個國家以最少的錢達到最大的效益,而不是藉由鼓動中國意識與本土意識的對立來達到他們的政治利益。 Maybe the name-change action is based on some good reasons, however, the actions DPP recently took makes Taiwanese bored and angry. The leaders of both parties should sit down and really make a good plan for the country: how to make benefit for the people with little cost. They should not try to make political gain from fueling the conflict between people who favor pro- Chinese- unification and people who favor pro- Taiwan- independence.
